According to Chinese People’s Daily, Memtimin Musa has been appointed as the Director of the so-called Xinjiang Uyghur Autonomous Region Education Department. Memtimin Musa, born in 1969, is Uyghur. He initially worked at the so-called “Xinjiang” Finance and Economics Institute. Later, Memtimin Musa served as Deputy Secretary of the Discipline Inspection Committee at “Xinjiang” University, Standing Committee Member of the Party Committee at Kashgar University, and Deputy President, among other positions. In March 2023, he was appointed as Deputy Secretary of the Party Committee and President of Kashgar University. He also served as Deputy Governor in Kelpin County.
The so-called Xinjiang Education Department has long served as a frontline institution in China’s ideological fight against “separatism.” The Chinese government sentenced the department’s prominent Uyghur director, Sattar Sawut, to a suspended death penalty after accusing him of publishing books related to separatism. The departing director, Zulhayat Ismail, is a female cadre who received special recognition from the Chinese central government. She is also the author of “Xinjiang’s Human Rights Blue Book,” a report that denies China’s genocide against Uyghurs. She has been praised by the Communist Party’s official newspaper, People’s Daily, as an “exemplary ethnic minority cadre” and has been a target for promotion by China.
Zulhayat Ismail has been transferred to become the Party Secretary of Jiangsu Provincial Ecological Environment Department.
